The College Education Behind Bars (CEBB) program, launched in the Philippines in 2016, offers incarcerated individuals access to university degrees through a rehabilitative, education-centered model. The current study analyzes the CEBB program, in partnership with educational and correctional institutions like SETBI, USEP, and DNSC. CEBB integrates academic instructions, recovery programs, and family engagements to promote reintegration and to reduce recidivism. The SETBI-USeP-BJMP Model and the SETBI-DNSC-BUCOR model enhance this approach by separating PDL students from the general prison population, fostering a safer, transformation-focused environment. The results reveal that these models were effective and scalable as a path to restoration and dignity. CEBB, additionally, conjoins sectors for a sustainable solution to mass incarceration and reintegration challenges. Keywords: cross-sector collaboration, higher education in prison, reduced recidivism, transformational education, rehabilitation.

Dr. Aland D. Mizell, founder and president of Social Entrepreneur Technology and Business Institute, conceived, implemented, and leads the original College Education Behind Bars in the Philippines.
